DOH orders operator to close Kalihi foster care home after violations
HONOLULU (HawaiiNewsNow) – The state Department of Health ordered a Kalihi foster care home operator to cease operations after she pleaded no contest to the criminal charge of endangering the welfare of an incompetent person.

Ederlina Manzano received a Notice of Violation and Order for what the department called “serious and substantive violations” of
Officials said she failed to timely report the head injury of an 87-year-old patient who resided in her community care foster family home and to obtain appropriate medical care.
An investigation was conducted by the Department of the Attorney General’s Medicaid Fraud Control Unit.

Manzano was granted a one-year deferred acceptance of her no-contest plea, and ordered to pay a $1,000 fine and submit a formal apology letter to the patient’s family.
DOH ordered Manzano to discharge all clients by July 31, 2026, and close her facility, officials said.
Manzano has 20 days from the date she receives the order to submit a written request for a hearing, or the order will become final and enforceable.
