Office of Hawaiian Affairs seeks new CEO amid whistleblower lawsuit
HONOLULU (HawaiiNewsNow) – The Office of Hawaiian Affairs has launched a nationwide search for a new chief executive officer while embroiled in a legal battle with its current CEO, Stacy Kealohalani Ferreira.

In its search announcement, OHA said it encourages accomplished leaders with a commitment to public service, stewardship and Native Hawaiian advancement to apply.
The agency said the position will serve as its administrative officer and chief executive, and will report directly to OHA’s Board of Trustees while overseeing the office’s programs, investments, advocacy efforts and trust assets.
“We are looking for an executive who understands that this role is about far more than managing an organization. It is about serving our beneficiaries, honoring our trust responsibilities, and helping shape a stronger future for generations to come,” said OHA Board Chair Kaialii Kahele.
Board clashes over CEO retaliation allegations
The search comes with Ferreira on paid leave, having filed a lawsuit against the agency in 2025 claiming whistleblower and sunshine law violations.
In the lawsuit, Ferreira claimed the board’s decision to put her on paid leave was retaliation for her complaints about Kahele and a toxic work environment.

In her place, OHA board’s chief of staff Summer Sylva is serving as interim CEO.
At a meeting Wednesday, board members clashed over how to handle an independent investigation triggered by Ferreira’s complaints.
This is after the board asked the court last month to strike a filing from four minority board members who said Ferreira was retaliated against and is owed damages from the lawsuit.

The agency’s board partnered with Kumabe HR for the CEO search.
