Honolulu to standardize field permitting system island wide

HONOLULU (HawaiiNewsNow) – The Honolulu Department of Parks and Recreation is rolling out a standardized permitting system for outdoor play fields across Oahu.

DPR manages 221 ball diamonds and 129 play fields. Officials stated the new process aims to make field access fairer, more transparent, and more consistent.

Previously, recreation directors used various methods to schedule field use, creating inconsistent processes depending on the park.

Under the new system, organizations will apply during designated periods and participate in Field User Meetings with parks staff and other applicants.

DPR said the meetings will help communicate park rules, maintenance standards, and scheduling needs, while giving users an opportunity to resolve conflicts.

“As more and more organizations offer a wider variety of activities, all vying for the same park fields, we hope this system helps to bring a sense of cohesion to our growing sports communities,” DPR Director Laura Thielen said.

The permitting calendar is divided into two blocks:

For the upcoming winter-spring block, applications are accepted from Sept. 14 through Oct. 9, with Field User Meetings scheduled from Oct. 19 through Oct. 30.

DPR will host three informational Zoom meetings on Sept. 1, Sept. 3, and Sept. 9 at 6 p.m. to explain the process and answer questions.

The department piloted the unified system in March at 55 parks across nine DPR complexes.

Large tournaments involving off-island teams may submit applications up to one year in advance. Remaining field availability after the permitting process is complete will be offered on a first-come, first-served basis.
