UH to propose changes to peaceful protests on campus
HONOLULU (HawaiiNewsNow) – The University of Hawaii plans to propose new limits for campus protests.

The proposed changes include a noise limit of 60 decibels, banning overnight camping and tents on campus and distance limits from buildings during school hours.
The Honolulu Star-Advertiser reported Sunday that the proposed changes are sparking concerns over protests and free speech.

A university spokesperson said in a statement:
“The University of Hawaii is updating an existing Time, Place, and Manner policy that has been in place for decades and was last substantially revised more than 10 years ago. The updated policy reaffirms the rights of students, faculty, and staff to engage in expressive activities, including protests and demonstrations, while providing clearer, viewpoint-neutral guidelines to help ensure the safe and effective operation of our campuses.
The policy development began in November 2025 with extensive consultation involving students, faculty, employee unions, campus leaders, legal counsel and civil liberties advocates. It will be implemented provisionally before the fall semester begins to allow for continued outreach, education and feedback before any final adoption is considered.”
