City Council candidate Trevor Ozawa filed a lawsuit seeking to block Waters from running for another term, arguing he had reached his limit of two consecutive four-year terms.

Circuit court Judge James Ashford ruled that Waters is ineligible to run again, saying another term would violate the charter.
