The Maui Metropolitan Planning Organization (MPO) is asking for public feedback on Revision #5 to the Federal Fiscal Year 2025–2028 Transportation Improvement Program (TIP) — a short-range planning document that lists projects eligible for federal dollars.

Lahaina Bypass returns

One of the biggest proposed changes is the return of the Lahaina Bypass project to the TIP.

The bypass currently ends at Keawe Street in Lahaina, where traffic often comes to a standstill. The proposed extension would connect the bypass to Kāʻanapali’s Kakaʻalaneo Drive, allowing visitors to bypass Lahaina and drive directly to resorts.

In February, Maui Mayor Richard Bissen committed $100 million in federal disaster recovery funds to extend the bypass.

Maui MPO said the estimated total cost has increased from $70 million to $200 million, and the project has been updated with new potential funding sources.

Other projects proposed

Additional proposals in Revision #5 include:

Maui MPO said the FFY 2025–2028 TIP supports the goals of the Hele Mai Maui Long-Range Transportation Plan by identifying investments in roads, transit, safety improvements, bicycle and pedestrian facilities, and roadway resiliency projects.
