{"id":624,"date":"2026-05-27T10:39:00","date_gmt":"2026-05-27T10:39:00","guid":{"rendered":"https:\/\/hawaiimovinginsider.com\/?p=624"},"modified":"2026-05-27T10:39:00","modified_gmt":"2026-05-27T10:39:00","slug":"washington-man-formally-charged-in-monk-seal-harassment-case","status":"publish","type":"post","link":"https:\/\/hawaiimovinginsider.com\/?p=624","title":{"rendered":"Washington man formally charged in monk seal harassment case"},"content":{"rendered":"<div>\n<section>\n<p>HONOLULU (HawaiiNewsNow) &#8211; A Washington man accused of throwing a large rock at an endangered Hawaiian monk seal on Maui has been formally charged in federal court.<\/p>\n<p>Read more <a href=\"https:\/\/hawaiimovinginsider.com\/?p=622\">FAA report: Gusty winds to blame in small plane crash off Kalaupapa<\/a><\/p>\n<p>Federal prosecutors said Igor Mykhaylovych Lytvynchuk, 38, of Covington, Washington, was charged May 26 by information with violating the Endangered Species Act and the Marine Mammal Protection Act.<\/p>\n<p>Lytvynchuk was previously charged by criminal complaint on May 12 and arrested the following day near Seattle by special agents with the National Oceanic and Atmospheric Administration, prosecutors said.<\/p>\n<p>According to court records, the incident happened May 5 along the shoreline in Lahaina, where Lytvynchuk was allegedly filmed tracking the seal\u2019s movements before throwing a large rock at its head.<\/p>\n<div><\/div>\n<p>Prosecutors said the rock narrowly missed the seal\u2019s nose, startling the animal and causing it to rear out of the water.<\/p>\n<p>Read more <a href=\"https:\/\/hawaiimovinginsider.com\/?p=621\">\u2018Where it all started\u2019: Former addict returns to Hawaii for Half Ironman<\/a><\/p>\n<p>Witnesses confronted Lytvynchuk after the incident and told him law enforcement had been contacted, according to court records.
