{"id":448,"date":"2026-05-22T08:07:34","date_gmt":"2026-05-22T08:07:34","guid":{"rendered":"https:\/\/hawaiimovinginsider.com\/?p=448"},"modified":"2026-05-22T08:07:34","modified_gmt":"2026-05-22T08:07:34","slug":"rutgers-hawaii-is-not-ready-to-legalize-gambling-due-to-insufficient-information","status":"publish","type":"post","link":"https:\/\/hawaiimovinginsider.com\/?p=448","title":{"rendered":"Rutgers: Hawaii is not ready to legalize gambling due to insufficient information"},"content":{"rendered":"<div>\n<section>\n<p>HONOLULU (HawaiiNewsNow) &#8211; A national gambling researcher said Thursday that Hawaii is not ready to legalize gambling because too little is known about its impacts.<\/p>\n<p>Read more <a href=\"https:\/\/hawaiimovinginsider.com\/?p=446\">Live opossum captured near Honolulu Airport<\/a><\/p>\n<p>Dr. Raymond Cho, Ph.D., project coordinator at the Rutgers Center for Gambling Studies in New Jersey, said the state needs more data before legalizing gambling.<\/p>\n<p>\u201cRight now, we don\u2019t know how vulnerable or prepared Hawaii actually is when it comes to gambling harms,\u201d Cho said. \u201cEven outside of gambling, Hawaii already faces behavioral health and access and workforce challenges, especially in rural and neighbor island communities.\u201d<\/p>\n<p>Hawaii is the only state besides Utah that currently outlaws all forms of gambling.<\/p>\n<div><\/div>\n<h2>Learning from the mainland\u2019s mistakes<\/h2>\n<p>Legal sports betting has spread rapidly across the country since a 2018 Supreme Court ruling, which allowed states to decide whether to legalize the practice.<\/p>\n<p>Cho, a Kalani High School graduate, said many states had to address issues after the fact.<\/p>\n<p>Tennessee had to adjust assumptions around operator performance. Ohio and Massachusetts responded to advertising and consumer protection issues regarding terms such as \u201cfree\u201d and \u201crisk-free\u201d bets.<\/p>\n<p>\u201cLegalization and thoughtful design are not always the same thing,\u201d Cho said.<\/p>\n<p>Cho said Hawaii\u2019s exposure to gambling influences from both East and West does not automatically make it more vulnerable.<\/p>\n<p>\u201cIn some ways, it may also make Hawaii more aware, more realistic, and more resilient around these conversations,\u201d Cho said.<\/p>\n<p>Read more <a href=\"https:\/\/hawaiimovinginsider.com\/?p=444\">\u2018Just blessed\u2019: Kapolei\u2019s Amisone helps Hurricanes to inaugural DII flag football title<\/a><\/p>\n<h2>Emphasizing cultural inclusivity<\/h2>\n<p>Cho warned that Native Hawaiian inclusion in the process is critical.<\/p>\n<p>\u201cThe less they are meaningfully included in this process, the more likely the risks will be concentrated there in the future,\u201d Cho said.<\/p>\n<div><\/div>\n<p>He said the state has a mix of cultures and ethnicities that should be considered in the decision to legalize gambling.<\/p>\n<p>\u201cI\u2019m telling you, if this happens, it\u2019s going to become, \u2018How do we do the Hawaii model,\u2019 not, \u2018What model did Hawaii copy?\u2019\u201d said Cho.<\/p>\n<h2>Hawaii\u2019s next steps<\/h2>\n<p>Cho added that the state needs to survey residents to determine whether tourists or residents would be the primary market.<\/p>\n<p>\u201cI think ideally you wanna leverage the tourism and that\u2019s going to be more brick and mortar and less online,\u201d he said.<\/p>\n<div><\/div>\n<p>The state would also need to consider whether mental health resources would be available for gamblers who became addicted.<\/p>\n<p>He asked whether there are enough treatment providers and whether they are trained in gambling-specific addiction.
