HONOLULU (HawaiiNewsNow) – The family of a man who was killed in a double-fatal crash on Hawaii Island is speaking out for the first time. They say his death was preventable.<\/p>\n

The crash happened May 5 on Daniel K. Inouye Highway near mile marker 26.<\/p>\n

Zachery \u201cZach\u201d Winston, 34, was heading toward Kona that day. Police say he was hit head-on by Hilo-bound driver Todd Matsuhita, 70, who was trying to overtake another vehicle.<\/p>\n

Both men died at the scene.<\/p>\n

Winston\u2019s mother, Lisa Paddleford, said her other son, Ryan, told her the news.<\/p>\n

\u201cHe said, \u2018Mama, I love you.\u2019 I said, \u2018Ryan, what\u2019s up? I love you. What\u2019s up? What\u2019s up?\u2019 And he said, \u2018Zach\u2019s been in a car accident.\u2019 And I said, \u2018He\u2019s OK, right?\u2019 And he said, \u2018Mom, he didn\u2019t make it,\u2019\u201d Paddleford said.<\/p>\n

Winston had moved to Hawaii Island for fresh start<\/h1>\n

Winston grew up in Virginia and was living in Pahoa, farming, working for Door Dash and jewelry making. His family said he had been living on Hawaii Island for about a year to get a fresh start in life.<\/p>\n

His mother remembered their last conversation just 30 minutes before the crash.<\/p>\n

\u201cHe had shared a dream with me and he wanted to talk about it. And I promised him I\u2019d call him later, which I did. It was too late. But he was finally so genuinely loved himself, and that\u2019s what he\u2019d been looking for,\u201d Paddleford said.<\/p>\n

Ryan Winston said his brother was \u201cthe life of any party, that was for sure. People just gravitated towards him. He was very, a very fun person, very loving.\u201d<\/p>\n

DOT announced no-passing zone in 2024<\/h1>\n

In August 2024, the state Department of Transportation announced between mile post 23.5 and 26.1 \u201cwill become no-passing zones effective upon installation of signs and pavement markings.\u201d The DOT said \u201cthe work will be completed that Thursday.\u201d<\/p>\n

But a recent drive along the highway in both directions shows a curved road with no signs, dashed lane dividers and Winston\u2019s roadside flowers.<\/p>\n

Jeffrey Foster, the family\u2019s attorney, said since March 2024, there have been five fatalities on the stretch of highway where Winston was killed.<\/p>\n

\u201cThose five fatalities all occurred because passing is allowed. There\u2019s no signs. There\u2019s no signage saying no passing. The lanes allow for passing that has to change,\u201d Foster said.<\/p>\n

Two days after the crash, DOT Director Ed Sniffen said, \u201cIt\u2019s very clear that along this route, people are driving way too fast for the passing zones. So we\u2019re reconsidering whether or not we should have passing zones in about 10 of those 15 to 20 that we have out there. We may be eliminating a lot more of them.\u201d<\/p>\n

The family said they support calls from Hawaii County\u2019s mayor and police for more traffic safety measures.<\/p>\n

\u201cMy son was just simply going to Costco and it didn\u2019t have to happen. It\u2019s preventable,\u201d Paddleford said.<\/p>\n
