Josh Green signed legislation Wednesday giving the Hawaii Community Development Authority \u2014 a state agency that coordinates public- and private-sector community development \u2014 new authority over the area.<\/p>\n<p>Read more <a href=\"https:\/\/hawaiimovinginsider.com\/?p=2398\">California man sentenced in Hawaii methamphetamine, fentanyl conspiracy case<\/a><\/p>\n<p>Senate Bill 2001 creates the Banyan Drive Community Development District, allowing HCDA to oversee future planning and redevelopment of the waterfront corridor.<\/p>\n<p>\u201cWe want to revitalize Banyan Drive quickly so that there are local businesses and jobs created right there,\u201d Green said during the bill signing.<\/p>\n<p>For years, Banyan Drive has reflected both Hilo\u2019s tourism history and its decline. Once home to bustling hotels and visitors, parts of the area have fallen into disrepair, with several aging and abandoned properties.<\/p>\n<div><\/div>\n<p>State Rep. Chris Todd, who once lived on Banyan Drive, said he witnessed that decline firsthand.<\/p>\n<p>\u201cBack in 2012, 2013, when I was finishing up college, I actually lived on Banyan Drive,\u201d Todd said. He recalled a violent incident outside his apartment complex and said the area has changed dramatically over the years.<\/p>\n<p>\u201cI\u2019m very hopeful that this will pave maybe a more robust way forward,\u201d he said.<\/p>\n<p>The redevelopment district includes about 63 acres of state-owned land on the Waiakea Peninsula, including the Nani Loa Golf Course and the former Country Club Hotel.<\/p>\n<p>Read more <a href=\"https:\/\/hawaiimovinginsider.com\/?p=2397\">Blangiardi meets Taiwan delegation over Chinatown Cultural Plaza redevelopment<\/a><\/p>\n<p>\u201cWe\u2019re talking about a small area. We\u2019re not talking about thousands and thousands of acres,\u201d state Sen. Lorraine Inouye said. \u201cWe will be adding two properties, two hotels and a small commercial center.\u201d<\/p>\n<p>The state has already allocated $14 million to demolish the former Country Club Hotel while HCDA develops a long-term master plan.<\/p>\n<p>HCDA Executive Director Craig Nakamoto said the planning process will rely heavily on community input.<\/p>\n<p>\u201cIt\u2019s not HCDA\u2019s master plan. It\u2019s not the legislators\u2019 master plan. It\u2019s the community\u2019s master plan,\u201d Nakamoto said. \u201cIt\u2019s going to be informed by community voices, community thoughts.\u201d<\/p>\n<div><\/div>\n<p>Inouye said planning work has already begun, with permits moving forward as officials work toward removing what she called one of the area\u2019s biggest eyesores.<\/p>\n<p>The Banyan Drive master plan is expected to be completed by mid-2027.
