KILAUEA, Kauai (HawaiiNewsNow) – The Kauai Police Department is continuing its search for a man who they said is armed and dangerous and was involved in an hours-long standoff.<\/p>\n

KPD is asking for the public\u2019s help in finding William \u201cBilly\u201d Sinclair, 51, of Kilauea.<\/p>\n

Sinclair is described as 5 feet, 9 inches tall, medium build, with brown eyes and black hair. Police said he is known to frequent the North Shore area of Kauai.<\/p>\n

On Sunday, the department said he is known to ride a black, low-rider Harley-Davidson bearing Hawaii license plate 596-XPC.<\/p>\n

KPD said he was last seen in Kapaa wearing a black leather vest with blue lettering on the chest, a blue and black face covering, and carrying a brown and black backpack.<\/p>\n

Just before 1 a.m. Saturday, officers responded to a report of a suspicious death in Hanalei. The investigation revealed the victim\u2019s death was a homicide.<\/p>\n

Then at about 4:45 a.m., police responded to gunshots in the Kilauea area. Police said an area resident sustained minor injuries after being grazed by a bullet and was treated for non-life-threatening injuries.<\/p>\n

KPD said Sinclair was identified as a person of interest in both investigations.<\/p>\n

Police were alerted that Sinclair may have been at a residence in the Kilauea area.<\/p>\n

At around 9 a.m., KPD posted to Facebook that Kilauea Road between Holo Road and Kaikala Street was temporarily closed and nearby residents were evacuated. All roads were reopened by 6 p.m.<\/p>\n

Photos and videos of the area show heavily armed police units in the area of Kilauea town on the north side of Kauai.<\/p>\n

Hawaii News Now spoke to a man who was housesitting in Kilauea, and he said officers have been shooting tear gas and throwing flashbangs since early Saturday morning.<\/p>\n

\u201cThey have someone on megaphone you can hear em now trying to communicate with him. I don\u2019t think he\u2019s talked to them at all,\u201d said Maxamillian Deleon.<\/p>\n

\u201cHe was shooting at anyone driving by, coming or going,\u201d he added. \u201cSuper intense, stressful day in Kilauea.\u201d<\/p>\n

KPD said Sinclair was not located at the residence.<\/p>\n

Police said he is considered to be armed and dangerous. The public should not approach him if seen and should contact law enforcement.<\/p>\n

Officials are reminding the public that anyone who helps Sinclair avoid arrest may face prosecution for hindering prosecution in the first degree, punishable by up to five years in prison. Assistance includes transportation, money, shelter, weapons, disguise or any means of evading law enforcement.<\/p>\n

The department said it is utilizing all available resources to locate and apprehend Sinclair.<\/p>\n
